نداء لإنهاء التقشف بمناسبة انعقاد الاجتماعات السنوية لصندوق النقد الدولي والبنك الدولي بمراكش- أكتوبر 2023
حاليا، يعاني أكثر من 6 ملايير شخص من الإجراءات التقشفية أو ما يسمى بـ”الضبط المالي” في سياق أزمة غلاء المعيشة. لذا، نطالب الحكومات بالقيام بوقف فوري للتدابير الضارة التي تستهدف خفض الميزانيات المخصصة لمجالات حيوية كالتعليم والصحة والحماية الاجتماعية ووضع حد للاصلاحات المؤذية مثل خصخصة الخدمات العامة وحقوق الحماية الاجتماعية التي تفاقم من عدم المساواة بين الجنسين، ما يجعل النساء في موقع صمام الصدمات بالنظر إلى دعمهن للاقتصاد العالمي من خلال القيام بالأعمال المنزلية والرعاية دون تلقي مقابل مادي. وفي المقابل، على الحكومات إيجاد مصادر مالية للوفاء بالتزاماتها في مجال حقوق الإنسان وتحقيق أهداف الأمم المتحدة للتنمية المستدامة.
في هذا الصدد، نحن الموقعون أسفله منظمات المجتمع المدني والنقابات نطالب على الخصوص الحكومات ووزراء المالية بالقيام بما يلي بشكل مستعجل:
- التوقف عن خفض الميزانيات الضرورية لتوفير الحماية الاجتماعية والتعليم والصحة والنقل العمومي والسكن وباقي البرامج الاجتماعية،
- وضع حد لتخفيضات وتسقيف الأجور خاصة بالنسبة لرواتب المعلمين والعاملين في قطاع الصحة والمجالات الاجتماعية بالإضافة إلى موظفي القطاع العام على المستوى المحلي،
- الاحجام عن خفض الانفاق على الدعم الذي تستفيد منه الأسر،
- وقف اصلاح صناديق التقاعد والحماية الاجتماعية والتي ينتج عنها خفض في المعاشات وتجنب خفض مساهمات أرباب المقاولات في الحماية الاجتماعية من أجل إرساء أنظمة عادلة ومستدامة،
- وقف الإصلاحات الرامية لرفع مرونة سوق الشغل،
- وقف الخصخصة والشراكات بين القطاع العام والخاص في المجالات ذات الطابع الاجتماعي والتي غالبا ما تتخفى خلف ستار إصلاح مؤسسات الدولة،
- وضع حد للمقاربات التي تعطي الأولوية للتمويل الخاص مثل النهج التعاقبي للبنك الدولي والذي يرسخ حلولا تمويلية غير ناجعة تكرس الاتكالية الماكرواقتصادية والمالية على الشركات والرأسمال الخاص،
- وقف أي تخفيضات في الموازنة أو أي إصلاحات ذات أثر سلبي على النساء على وجه الخصوص.
وفي هذا السياق، ندعو الحكومات ووزراء المالية وصندوق النقد الدولي والبنك الدولي وباقي المؤسسات المالية الدولية إلى إعمال بدائل تمويلية مثل:
- الرفع من الضريبة التصاعدية المفروضة على الشركات والقطاع المالي والأثرياء بما يشمل الضرائب على الشركات والدخل الفردي والثروة والأرباح الطائلة والأرباح غير المتوقعة والخدمات الالكترونية والضرائب على المعاملات المالية، عوض اعتماد الضرائب التراجعية مثل الضريبة على القيمة المضافة والمبيعات،
- مراجعة وإلغاء ووقف التوقيع على الاتفاقيات الضريبية الضارة من قبيل الاتفاقيات الضريبية الثنائية والمحفزات الضريبية الضارة الممنوحة للشركات،
- تقليص وإلغاء الديون السيادية حتى لاتؤدي خدمة الدين لتقليص الانفاق على القطاعات الاجتماعية،
- تمكين الدول من إعادة هيكلة الديون بشكل سريع ومنظم حسب الحاجة، مع إدماج الدائنين الخواص في عملية إعادة الهيكلة بشكل إلزامي،
- إلغاء التسقيف المالي الضار وباقي القواعد المالية التي لاتسمح باستثمار الموارد لعامة لمواجهة الطوارئ المناخية واللامساواة،
- الرفع من مساهمة أرباب العمل في الحماية الاجتماعية حرصا على استدامة نظم الحماية الاجتماعية وإدماج العاملين في القطاع غير المهيكلة عن طريق عقود لائقة في القطاع المهيكل،
- محاربة التدفقات المالية غير المشروعة، مثل تبييض الأموال والجرائم المتعلقة بالموارد الطبيعية وسوء التسعير التجاري والتهرب الضريبي وتوحيد الجهود لمحاربة التعسف الضريبي على المستوى العالمي من خلال دعم جهود الأمم المتحدة ذات الصلة بالضرائب واستثمار موارد كافية في دعم اصلاح ضريبي فعلي وتصاعدي،
- الاستفادة من المدخرات المالية واحتياطات النقد الأجنبي لضمان استثمار المدخرات الوطنية في الإنسان وفي التنمية المستدامة،
- إجراء تقييم نقدي لتأثير التمييز بين الجنسين واللامساوات على سياسات التقشف أو الإصلاحات بالإضافة إلى البدائل التمويلية من أجل ضمان نتائج عادلة،
- ضمان مستويات أعلى من مساعدات التنمية للوصول إلى معدل 0،7 بالمائة من الدخلي القومي الإجمالي، وتفادي سوء استغلاله في خدمة الرأسمال الخاص، والحرص على تجديد والرفع من تمويل المناخ ومنح تعويضات عن الخسائر والأضرار الناجمة عن التغير المناخي.
إنه من تجليات الحكامة السيئة أن تتخذ القارارات المتعلقة برفاه الملايين من الناس خلف الأبواب المغلقة لوزارات المالية والمؤسسات المالية الدولية. لذا، يجب أن تتخذ القرارات المتعلقة بالمالية العامة بشكل مسؤول أمام البرلمانات والمواطنين.
نحن ممثلو المجتمع المدني والنقابات والأكاديميون نطالب الحكومات باتخاذ قرارات بشكل شفاف خلال الحوار الاجتماعي بشراكة مع النقابات الحرة وفيدراليات أرباب العمل وممثلي منظمات المجتمع المدني من أجل إعمال الحكامة الجيدة وضمان احترام حقوق الإنسان وتحقيق أهداف التنمية المستدامة، كما ندعو إلى وضع بدائل قابلة للتطبيق وبشكل مستجل للتقشف والحد من الألم الاجتماعي المتزايد.
