COP30 in Brazil: Pitfalls and Opportunities 10 Years After the Paris Agreement – ODG’s New Analysis

MENAFem shares a new publication by the Observatori del Deute en la Globalització (ODG): COP30 in Brazil: Pitfalls and Opportunities 10 Years After the Paris Agreement.

The report offers a sharp and timely analysis of the political, economic, and ecological dynamics shaping COP30, held this year in Belém, in the heart of the Amazon. It examines Brazil’s dual positioning, projecting climate leadership while expanding domestic oil extraction, and unpacks how the summit’s location is already reshaping the city through displacement, privatized infrastructure, and deepened inequalities.

Beyond the host country dynamics, the publication highlights the global tensions defining this COP: the erosion of multilateralism, the absence of the United States, stalled progress on fossil fuel phase-out, the unresolved failures of NDCs for 2035, and the urgent need to reform climate finance architecture. It pays particular attention to the growing role of private finance, the financialization of nature, and the persistence of false solutions such as carbon markets and debt-for-climate swaps.

Crucially, the report foregrounds the demand for a Belem Action Mechanism for a Global Just Transition, and stresses that external debt remains one of the central barriers preventing countries in the Global South from implementing equitable climate action.

It also documents the renewed vibrancy of civil society around COP30 from anti-extractivist and ecosocialist spaces to the COP30 Palestine Coalition, which asserts that climate justice is inseparable from decolonization and the struggle for Palestinian liberation.
