Joint Civil Society Letter on the EIB’s Climate Bank Roadmap 2.0
Putting a Just Transition at the Heart of Europe’s Climate Strategy
Introducing Our Joint Position on the EIB Climate Bank Roadmap 2.0
As the European Investment Bank (EIB) prepares its next Climate Bank Roadmap (2026–2030), MenaFem, alongside 18 other civil society organisations and labour unions, has come together to call for stronger climate and social ambition. Our joint call highlights the need for the EIB Climate Bank Roadmap just transition, ensuring that climate action goes hand in hand with social justice.
The EIB’s decision in 2019 to stop financing fossil fuels was a historic step that signaled the Bank’s willingness to take climate leadership seriously. Now, in the face of mounting environmental, economic, and social challenges, we urge the Bank to once again show vision by placing a just transition at the heart of its new strategy. Public finance must not only accelerate decarbonisation but also secure good jobs, affordable services, and long-term social well-being.
In our joint position letter, we outline clear recommendations for how the Bank can rise to this challenge:
-
Guide industry towards business models that prioritise climate action, social justice, and economic resilience.
-
Strengthen climate finance by raising transparency, ambition, and accountability across all projects.
-
Empower the public sector to deliver essential green services, from housing and transport to energy access.
This approach matters not only for Europe but also for the wider region and the Global South, where climate breakdown and energy poverty are already deepening inequalities. A just transition must also address the gendered impacts of climate change, ensuring women and marginalised groups are included in shaping solutions.
To be a true Climate Bank, the EIB must ensure its operations serve both people and the planet. Our message is simple: Europe needs a climate strategy that is fair, ambitious, and inclusive — and the EIB can help lead the way.
